Guess I'm into mortal nonsense lol, Anyways: There really isn't much limiting done in terms of character creation, to answer your question. It's all just common sense. You can make a really powerful or a really weak character, it's all in how you use that character that makes them super cool or kinda wonky to be around.
Most of any other question that you might have should be either through the tabs near the top of your page (Before you play, the world, etc) or on the site's wiki page, which can be found the same way. If they still don't, then try asking in the Cbox, which you can find at the bottom of the forum's page. That's where a lot of the chatting happens, so stop in sometime maybe?
