Okay, after scouring the web for RPG character creators, I have found the following.
The most well-known I think is Hero Machine.If you like or don't mind a cartoonish/comic-book look to your character this would be the place to go.

http://www.azaleasdolls.comThe most and also most comprehensive I've found are a whole bunch over at DeviantArt.
They include character makers like Warrior Maker, Fairy Maker, Elf Maker, Pirate Maker, Vampire Hunter Dress-up, Witch Character Maker, Mermaid Maker, Spryte Dress-up, Angel Maker and also a sci fi creator as well, plus many more too numerous to list. I was overwhelmed with all the different options there. I will definitely be trying some of these out.
http://www.deviantart.comThere is also one called FaceGen, but in my opinion it's rather limited in scope. Not really suited for fantasy creation, but some might wish to check it out.

Note: In order to save the character pictures, you can do a simple PrintScreen option on your keyboard and then paste in a photo editor such as PhotoShop, GIMP, etc.
