I understand that the major/capital city in each region/kingdom has been created, but for the sake of story as a user am I able to say, create a fortress near a river that is very prosperous/houses a population and trades with said regions capital, or do I have to play within the confines of already created cities?  I mean assuming there are other settlements there would be trade, and at prosperous locations there would be growing cities.   Not sure of the rules here I've been reading for awhile trying to figure this one out.

I'm pretty sure you can rp in different cities/villages within the major nations (ones you come up with) as long as they fit the area they are set in. For example Serendipity probably wouldn't have too many fortresses outside the northern provinces since the only major war threat to them is Connlaoth.
