Actually, killing and murder were considered monstrous back then, far moreso than nowadays. In fact, Jack the Ripper has killed less than a lot of the shootings you hear on the news.
Anyways, while she is in favor of murdering innocent magic-users, she's fine with people who only want to fight Serendipity. Serendipity, and so far this is lore, creates monstrosities using magic.
