Can I make a new species of less than human level intelligence?

By this I mean the Fire Foxes I've been developing for my book, I have a one page description of them for use in my books glossary, but i think they'd be an interesting addition to this world

I don't see why not.

We used to have templates for submitting species to the wiki a while back, though the board that they were on seems to have disappeared since we changed forum software. I'm pretty sure you can still do so though. Plus you don't even have to submit information on an original species in order to play a character that belongs to it. SotE is very open like that. ^^

this is actually for my character's pet fox xp but its good to hear that, maybe I'll just add it to my character catalog so people can see what Tunis really is!
