There's no application required for your own personally created races. You can go ahead and make a profile for your character. Of course it DOES help a bit for others to understand what your character is if you add an explanation into your profile somewhere ,but no one is going to twist your arm and make you do it if you don't feel like it.
As far as a group is concerned, please explain? We have a section for Guilds but you don't have to utilize those forms either . Really, that section is just for advertising to get other people to join your faction/organization.
