So I go into character creation and I see these nations or cities titled with Independents below at the bottom. So far I have one which is an independent. I was wanting to know: Who should I message if I want to make a character for one of the nations?
I think it depends on where these nations are. I have a few characters from different nations, but this place is very far off. If that's the case, you can just go for it. I've seen a few people who have characters from different nations that are located around the continent, so I think it's okay to make a new nation and just plop it somewhere (but don't take my word for it. lol).

To answer your question Id I understand it correctly your character can be made anywhere without approval as long as they follow the site rules. Now of your character is a ruling character or of military or political power then it needs to be approved by Rhi. However anything from lowly slave to average noble is fair game. High Nobles of Serendipity though do need approval.
