You start NOW, or as soon as you wish :). Once you've joined you can be off and running as soon as your fingers hit the keyboard. If you haven't read the
world page you might want to do that to get familiar with our setting. There is also some information to read
before you play that might be useful.
To set up your
wants and limits you would copy the form from the section titled "form and information" and then return to where I linked you and create a "new topic" pasting the form in there and hitting submit when you're done. You don't have to do that but it is helpful for understanding what kinds of things you are looking for as a writer. You can fill it out as much or as little as you desire.
To set up a character profile you would go
here and again obtain the form if you wished (it's a guideline and not a rule to use). From there you would again pick the area you want your character to be from, create a new topic and then go to town.
You can post in the plotting center with ideas you have for threads or reply to people in the plotting center who are looking for threads. If you want to join a thread listed as "open" I would private message the people involved first just to make sure. Threads listed as "closed" or have a person's username on them are only for the people involved.
